Water and sewerage charges

Below is a list of some of the Council charges that can be included in a rate notice. Not all charges are applicable to everyone.

Water infrastructure charge

Council is the service provider through its Water Services Branch.
Council levies water rates on properties in the declared water supply areas to recover the full costs of the water supply operation including a return to the community on assets employed. Ratepayers with larger meters pay higher water infrastructure charges. See the budget document for more details.

The size of a water meter depends on the proposed water demand at a property. For properties other than residential the meter size is normally determined by a hydraulic consultant based on the calculated demand. A 20mm meter is sufficient for residential properties and Council will require justification if a larger meter is required for residential property. The reason for this is that larger meters has a lower accuracy level at low flows.

Water consumption charge

Water consumption is levied half-yearly based on water meter readings undertaken prior to 31 December and prior to 30 June.

Generally the consumption within each six month reading period will be levied on a two tiered, user pays charging system, with a lower charge for the first 150 kilolitres used, which promotes the conservation of water. See the budget document for more details.

Sewerage charge

Council is the service provider through its Water Services Branch.

Sewerage Charges are levied on all properties within the declared sewerage area to cover the cost of sewage collection and treatment and the disposal of effluent and bio-solids. See the budget document for more details.
Non-residential ratepayers should ensure that Council is advised of any changes to their connections to ensure that Council is applying the correct charges.

Waste collection charge

Below is a list of Council charges that can be included in a rate notice.

Waste collection charge

Waste collection charges are user-pays based charges which are levied on all properties receiving waste collection in the declared service area to recover associated costs.

A service means 1 x Waste bin (dark green or red lid) and 1 x Recycling bin (yellow lid). Waste is picked up weekly and recycle is picked up fortnightly.

Community wellbeing & environment charge

Pursuant to s103 of the Local Government Regulation 2012, Council introduced a separate charge amounting to $100 per assessment for the purpose of funding initiatives that ensure public safety, enhance natural areas and promote community wellbeing.

Trade waste charges

Below is an explanation of the trade waste charge. This charge is not on all rate notices as it usually refers to commercial and industrial type entities.

Trade waste charge

Trade waste charges are levied by Council upon all non-residential entities discharging trade waste to Council’s sewer.
The basis of this charge is:

  1. the volume of trade waste effluent discharged into Council’s sewer system;
  2. the content/strength of the trade waste, and;
  3. the type or capacity of the pre-treatment device required by the ratepayer to treat trade waste before it is discharged into Council’s sewerage system. For more information view Council’s Trade Waste Management Plan.
